明治24年（1891）に開園した市内で一番古い公園です。ペリーの浦賀来航の際に交渉に当たった浦賀奉行組与力・中島三郎助の招魂碑を建立した時に、公園として整備されました。 昭和35年（1960）には日米修好通商条約の締結100年を記念して咸臨丸出港の碑が建てられています。碑の裏には、艦長の勝海舟をはじめ、福沢諭吉、ジョン万次郎などの乗組員の名が刻まれています。 与謝野鉄幹・晶子夫妻の歌碑もあり、園内から一望できる浦賀港の風景も魅力です。
